EQi12, Win11 and a CRT 640x480 59.94Hz

I’m trying to find a way to make the EQi12 work with my VGA monitor.

I currently have a hdmi to vga adapter and when I have a 2nd (regular hdmi) monitor attached I can get the CRT to the correct resolution and refresh rate. If I remove the 2nd monitor Windows is changing the refresh rate immediately and my picture goes crazy. I’ve checked for Windows’ dynamic refresh, but it isn’t even in there and I have the 59.94Hz selected for this CRT. (I’m doing all of this for my retro gaming cabinet and my Welks Gardner U3100 CRT)

I’m asking here because even the Beelink loading screen looks bad before Windows even loads.

I’m hoping there is a bios setting which will help.

Any info would be appreciated as I cannot leave the 2nd monitor connected all the time to make this work.
