Hello there,
You can try to clear CMOS :Please turn off the PC , unplug the power supply and HDMI cable , and press the CMOS pinhole for about 10 seconds. Ten minutes later, plug the power supply and HDMI cable, turn on the PC again.
Please wait about one or two minute, if you can go to the system.
Please repeatedly press delete key as soon as your restart the PC, go to BIOS. Go to Boot option, enable fast boot, press F4 to save.

We are very sorry that we do not have the BIOS version file that allows for the setting of PCI available for you.
Currently, the BIOS version you have cannot be refreshed back to version V38.
Regarding the issues with your machine and the external graphics card, it is recommended that you check if the USB 4.0 interface of the machine and the connection of the external graphics card are correct, and try replacing the connection cable.
