No power on EX docking station

The EX docking station have a Gigabyte GeForce RTX 4070 TI Super Gaming OC 16 Gb

May I know does it work properly without the card?

i think I got scammed, Im returning the card to Ebay next card I will buy it brand new

without a card the docking light does not lit up

without the minipc connected to the Ex docking station the docking does not lit up

May be my EX docking is defective!
